కరోనా అంతమయ్యేది అప్పుడే: బిల్ గేట్స్

వాషింగ్టన్‌: కరోనా సెకండ్‌ వేవ్‌ తీవ్ర రూపం దాలుస్తూ భారత ప్రజలకు వెన్నులో వణుకు పుట్టిస్తోంది. కరోనా కట్టడి విషయంలో ముందస్తు అంచనాలు తప్పుగా వేయడంతోనే భారత్‌లో కరోనా సెకండ్‌ వేవ్‌ విజృంభణకు కారణమని అమెరికా అధ్యక్షుడి ముఖ్య వైద్య సలహాదారుడు, అంటు వ్యాధుల నిపుణుడు డాక్టర్‌ ఆంటోని ఫౌసీ తెలిపారు. కరోనా అంతమైందన్న తప్పుడు అభిప్రాయంతో భారత్‌లో ప్రభుత్వాలు అన్ని కార్యకలాపాలకు అనుమతినిచ్చాయి. దాని ఫలితమే ప్రస్తుత కరోనా వీర విహారానికి మూలమని ఆయన అన్నారు. మంగళవారం ఆయన సెనేట్‌ హెల్త్‌, ఎడ్యూకేషన్‌, లేబర్‌ పెన్షన్‌ కమిటీకి కొవిడ్‌పై విచారణ సందర్భంగా చెప్పారు. తప్పుడు అంచనాలే కొంప ముంచాయి క్లిష్ట పరిస్థితిని ఎప్పుడూ తక్కువగా అంచనా వేయకూడదని భారత్‌లో సెకండ్‌ వేవ్‌ విలయం ద్వారా ప్రపంచానికి కూడా అర్థమవుతుందన్నారు. భవిష్యత్‌ను దృష్టిలో పెట్టుకొని ప్రజారోగ్యం పరంగా అవసరమైన సన్నద్ధతపై తెలుసుకోవచ్చునని, ఆరోగ్య రంగ మౌలిక సదుపాయాలను విస్తరించుకుంటూ వెళ్లాలని అవసరాన్ని సైతం నొక్కి చెబుతుందన్నారు. ప్రపంచ మహమ్మారులపై పోరాటంలో ఏ ఒక్క దేశం ఒంటరిగా పోరాటం చేయలేదని.. ప్రపంచ దేశాలన్ని ఏకమై బాధ్యత తీసుకోవాలని సూచించారు. ఏ దేశంలో వైరస్‌ ఆనవాళ్లు మిగిలి ఉన్నా.. తిరిగి ప్రపంచం మొత్తం విస్తరించే ప్రమాదం ఉంది కనుక ప్రతి ఒక్కరు ఈ మహమ్మారి విషయంలో అప్రమత్తత అవసరమని హెచ్చరించారు. పాఠశాలల్లో ఫీజుల మోత
ప్రైవేట్ పాఠశాలల్లో దోపిడీ యూకేజీకి రూ.10 వేలు పదో తరగతికి రూ.20 వేల నుంచి రూ.25 వేలు మత్తు వీడని విద్యాశాఖ కోడూరు, న్యూస్‌లైన్ : పిల్లలకు ఆస్తిపాస్తులు ఇవ్వలేకపోయినా ఉత్తమ విద్యను అందించాలని నేటితరం తల్లిదండ్రులు భావిస్తున్నారు. పోటీ ప్రపంచంలో నిలదొక్కుకునేలా చదివించేందుకు ఎంత ఖర్చుకైనా వెనుకాడటం లేదు. వారి ఆశలనే పెట్టుబడిగా చేసుకుని ప్రైవేటు, కార్పొరేట్ పాఠశాలలు అక్షరాలకు వెల కడుతున్నాయి. అధిక ఫీజులు వసూలు చేస్తూ విద్యను వ్యాపారంగా మార్చేస్తున్నాయి. దీంతో ఉన్నతాశయంతో 2009 ఆగస్టు 27న కేంద్ర ప్రభుత్వం రూపొందించిన ‘ఉచిత నిర్బంధ విద్య బాలల హక్కు చట్టం’ అపహాస్యమవుతోంది. సమాజంలోని 6 నుంచి 14 ఏళ్ల పిల్లలంతా బడిలో చేరి ఉచితంగా చదువుకోవాలనే ఉద్దేశంతో ఈ చట్టాన్ని రూపొందించింది. కానీ ఈ చట్టం ఒకటుందనే విషయాన్ని అధికారులు సైతం మరిచిపోవడం విస్మయాన్ని కలిగిస్తోంది. అటకెక్కిన ఫీజుల నియంత్రణ జీవో... ఫీజుల నియంత్రణకు రాష్ట్ర ప్రభుత్వం పదిహేనేళ్ల క్రితం జారీ చేసిన జీవో నంబర్-1 అటకెక్కింది. ఈ జీవో అమలుకు ప్రైవేట్ పాఠశాలల్లో ఏర్పాటు చేసిన పేరెంట్స్ కమిటీలు యాజమాన్యాలకు కొమ్ముకాస్తున్నాయి. కమిటీలో అనుకూలమైన పేరెంట్స్‌ను నియమించుకుని తల్లిదండ్రుల దగ్గర నుంచి అధిక ఫీజులు వసూలు చేస్తున్న పాఠశాలలు చాలా ఉన్నాయి. పదేళ్ల క్రితం జిల్లాకు ఒకటి రెండు మాత్రమే ఉన్న కార్పొరేట్ విద్యాసంస్థలు.. నేడు వీధికొకటి వెలిశాయి. పాఠశాల విద్యను శాసించే స్థాయికి వీటి కార్యకలాపాలు విస్తరించి, ప్రభుత్వ పాఠశాలలు విద్యార్థులు లేక మూతబడే స్థాయికి చేరడం ఆందోళన కలిగించే అంశం. జిల్లాలోని కొన్ని కార్పొరేట్ పాఠశాలల్లో ఎల్‌కేజీ, యూకేజీలకు ఏడాదికి రూ.10 వేల ఫీజు వసూలు చేస్తుండటం గమనార్హం. పుస్తకాలు, యూనిఫాం, పాఠశాలల్లో నిర్వహించే సాంస్కృతిక కార్యక్రమాల పేరిట అదనంగా మరో రూ.5 వేల నుంచి రూ.7 వేల వరకు ఖర్చువుతుంది. ఒకటి నుంచి ఏడో తరగతి వరకు హాస్టల్‌లో ఉంటే సంవత్సరానికి అదనంగా రూ.10 వేల నుంచి రూ.12 వేల వరకు ముట్టజెప్పాల్సిందే. పుస్తకాలు, పరీక్ష ఫీజు, విహారయాత్రలు.. ఇలా ఏదోక రూపేణా మరో రూ.10 వేల వరకు వసూలు చేస్తున్నారు. మండల స్థాయిలోనూ... నియోజకవర్గ, మండల స్థాయిలో పేరుమోసిన పాఠశాలల్లో కూడా ఫీజులు ఇదే విధంగా ఉన్నాయి. ఆ పాఠశాలల్లో ఫీజులు వింటే తల్లిదండ్రులకు పట్టపగలే చుక్కలు కనిపిచే పరిస్థితి నెలకొంది. అడ్మిషన్ల పేరిట యథేచ్ఛగా డొనేషన్లు వసూలు చేస్తున్నా అడిగే నాథుడే కరువయ్యారు. తరగతిని బట్టి అడ్మిషన్ ఫీజు రూ.2 వేల నుంచి రూ.5 వేల వరకు ఉంటోంది. వాస్తవానికి ఈ ఫీజును పాఠశాలల్లో పేరెంట్స్ కమిటీ మీటింగ్‌లో చర్చించి అనుమతి తీసుకోవాల్సి ఉంది. దానిని డీఈవో దృష్టికి తీసుకెళ్లి వసూలు చేసుకోవాలనే నిబంధన ఉంది. ఎక్కడా ఈ నిబంధన అమలుకు నోచుకుంటున్న దాఖలాలు లేవు. ఇక జిల్లాలోని 90 శాతం పాఠశాలలకు మైదానం, పార్కింగ్ స్థలాలు లేవనేది అధికారులకు తెలియనిది కాదు. ఇంతింత ఫీజులు వసూలు చేసి విద్యార్థినీ విద్యార్థులకు తగినన్ని సౌకర్యాలు ఏర్పాటు చేస్తున్నారా అంటే అదీ లేదు. అర్హులైన బీఈడీ, డీఈడీ ఉపాధ్యాయులు, ఎంఈడీ చేసిన హెచ్‌ఎంను నియమించాల్సి ఉన్నా.. ఎక్కడా వీరి ఊసే లేకపోవడం గమనార్హం. విద్యాహక్కు చట్టంలో ఏముందంటే.. ఎయిడెడ్, అన్ ఎయిడెడ్ పాఠశాలలు తమ పాఠశాలలో చేర్చుకున్న పిల్లల్లో కనీసం 25 శాతానికి తగ్గకుండా ఒకటో తరగతిలో పేద పిల్లలను చేర్చుకుని ఎలిమెంటరీ వరకు ఉచిత విద్యనందించాలి. ఈ ఖర్చును అన్ ఎయిడెడ్ పాఠశాలలకు రాష్ట్ర ప్రభుత్వం చెల్లిస్తుంది. పాఠశాలలో ప్రవేశానికి ఎంపిక విధానం (అడ్మిషన్ టెస్ట్) నిర్వహించరాదు. ఇలా చేస్తే మొదటి తప్పునకు రూ.25 వేలు, ఆ తర్వాత ప్రతిసారీ తప్పునకు రూ.50 వేల చొప్పున జరిమానా విధించవచ్చు. పాఠశాలలో ప్రవేశం పొందిన పిల్లలను అదే తరగతిలో మళ్లీ కొనసాగించడం, పాఠశాల నుంచి తీసేయడం నిషిద్ధం. గుర్తింపు ధ్రువీకరణ పత్రం లేకుండా పాఠశాలను నిర్వహించరాదు. గుర్తింపు రద్దయిన తర్వాత కూడా ఏ వ్యక్తి అయినా పాఠశాలను నిర్వహిస్తే రూ.లక్ష వరకు జరిమానా విధిస్తారు. ఉల్లంఘన కొనసాగితే ఆ తర్వాత ప్రతిరోజుకు రూ.10 వేల చొప్పున జరిమానా విధించవచ్చు. బాలబాలికలకు ప్రత్యేకంగా తగినన్ని మరుగుదొడ్లు నిర్మించాలి. -
